Does Jay wont congress to be in session all the time?

The mere thought of it is scary.

Less time in congress, less laws, and usually better thought laws. We don't want them to legislate just to legislate.

I think he means more debate over a piece of legislation, rather than just coming and doing their jobs like old prostitutes, actually sit and converse and debate and find the most reasonable solution they can because they are congress and that is their job. Not old prostitutes.
