nope we are not going to change upkeep. This is something we are happy with. I suggest, if you really want lower upkeep, that you mod it in yourself.

The high upkeep is what makes EB challanging. No longer can you just spam out armies right from the start, like you can in vanilla/other mods. And buying a fleet is a serious investment, not something trivial that you do "just to get rid of those pesky pirates".

i think the upkeep is well balanced, and accurately reflects the high costs of maintaning cavalry and ships. in that time, only the greatest empires, with huge treasuries could afford to mantain that kind of units in large numbers.
even the mighty seleucid empire had few elite troops, with the bulk of the army composed of levies. IMO the relatively high upkeep add to the hystorical accuracy of the mod.
but if u dont like it, it's easy to fix, modify the costs in export_descr_units.txt, but i'd advice against it. if u do it, dont reduce the costs more than 5%, or youll create disbalances in the game.
I totally agree to the no change of upkeep cost in EB. I believe it's historical accurate and even it's not, I will still not going to change it. I got bored with vanilla and some mod due to easy building of army. I can build a fleet in one turn and detroy an enemy fleet boarding a full stack army for land invasion. Many full stack of land troops to defend and attack. When I started playing EB all I can say is WOW. The game makes me think. I need to decide what unit to recruite, my carthagian army should consist of what unit for africa campaign, for punic war, for invasion of east. Then how do I upkeep and reinforce them. Not planned well might end up loosing whole army and will have to wait for years to recover. It take me 4 turns to decide to recruite the siege weapon. In vanilla, I simply use 4 units of catapult to destroy enemy.
In my hayasdan campaign, I need to decide which region to expand, which town for economy, which stradegy positioned town need garrison, which important town I need to conquer to distract enemy progress but will only sack it and leave behind.
All this is due to the upkeep cost.

You don't need to say that, First time I played EB same thing happened to me with my hayasdan campaign, but I was able to recover. Just check your financial advisor, monitor your income and expense. Use somehow cheaper but useful units. From the start you really need to disband some expensive units but I know the feeling, it's hard to disband especially those elite ones. But you don't need them yet, then see which city or town more appropriate to build economy and which better for training units. This will help to divide the budget, coz at the start you can't just build all economic building but no army building support to defend your territory, or build all barracks but no income to upkeep it.
For your army, for example the hayasdan. Foot archers are cheap, don't use expensive horse archers. The hayasdan general bodyguard are good so you don't need to recruit cavalry units yet. The combination of persian archers giving the fire power, with support of spearmen to protect and hold the line and the final blow of your general bodyguard will give you the victorious battle even against the mighty seleucid.
This may give you a good start.
Then choose your target carefully, choose the path where your army can reach it easier and abandon first those long journey campaign where when your army reach the town, they are all STARVING. Use spies to see enemies progress, if lucky defend one position and send another army to sneak and take a enemy large / minor city and sack it. When backup came, retreat if you can't defend it, if they chase you, you have your ambush waiting in the mountain roads.
This will help boost your income. But remember don't sack all settlements, you need population for your empire. Your income will increase when your empire grows. But still in EB the bigger your empire, the bigger army upkeep and you still find you can't have many full stack army like vanilla or other mods.
