    Yes, you can recruit regional generals in the L5 Regional MIC with the Type4 government.

    i noticed this: when a lvl 4 government (allied region) is build, a client ruler is spawned. but when the guy dies... he isn't replaced and that sucks. so is this supposed to be like that? ok i know, just destroy gov building and make another (its only 2 turns so what the heck) or are their any future plans to make the allied rulers have heirs of their own, ensuring continuity in your puppet realms?

    No, that is actually on purpose. When the client ruler dies it is up to you, as the protector nation, to choose the next ruler or the region. This would take a while and is nicely represented with the two turn re-build time. This also gives you the opertunity to choose to integrate the province into you empire. As often happened historically, upon the death of the king of a protectorate, the protector simply assumed full control of the region and took away autonomy (Type2 or 3 government).
