    Default Britannia & boats

    I play Britannia campaign for the 1st time, and there is something strange,

    it seems nobody is ever recruiting boats, even the norwegian who have a recruit_priority_offset of 30 and 40 for their boats.

    Is it just in that particular game or does it happen all the time ?

    I've seen Norway build a decent fleet. But of course, it was no match to my English armada

    So it seems they build fleet.
    All the factions ?

    Are you sure it is not the boats they have when the campaign starts ?

    It is turn 117 and... Wales is building a fleet!!
