Shut down background programs that run and use CPU and RAM. Things like MSN and antivirus' do this (I don't recommend turning that off, though).

Other than background programs what else? I have done so but wants to improve my frame rate further.

Microsofts official answer. It says for Microsoft games, but it gives a slight boost across the board.
