Nosferatu, or possibly Bela Lugosi as Dracula. Those movies relied on acting and script to scare people. They weren't polluted by any of those cheap "boo! gotcha!" scares or CGI.
By the way, I saw "The Body Snatcher" the other night. It's a 1945 movie adaptation of Robert Louis Stevenson's book, and it was actually SCARY! I was creeped out towards the ending. When was the last time a horror movie's script scared you without resorting to CGI or gratuitous violence?

Kids who dress up like vampires. I don't care how cruel the world has been to you, does that necessarily mean you have to have such bad taste?
The original, played by Max Schreck in F.W Murnau's Nosferatu (1922) is the best screen vampire, bar none.
The freak ones from Blade 2 were cool, but maybe not scary in its context.

Count D from the animé Pet Shop of Horrors.
Dude is seriously freaky and insane. Like, other vampires have methods to their madness; they have reasons for killing people, whether it be for love (Dracula), or revenge (Blade), etc.
But Count D is just plain sadistic. Which is supremely freaky.
