Try reinstalling DX9.

Open up the disk (Go to "my computer" then to "D:" (using right click, then "open") then go to "directx9", copy the file and paste it into your M2TW directory. I had this problem once, DX9 was installed, but I think the disk had something on it.

There is more than one DirectX9.0c. Microsoft updates the DirectX9.0c files roughly every two months. You can get the latest version here. If you notice, the date on the download is 10/24/07.

Your best shot is to either reinstall DirectX9c from the M2TW DVD, or the one downloaded from the location dunno mentioned above.
