A Cheating proble, Process_cq specifically

i can enter and use this cheat easily for nearly al settlements, however whenever i take over a settlement i am unable to construct all the buildings i want, please help me, an example of what i would type if the city was called Chicken Land or something, thanks in advance to anyone that helps me.

process_cq "Chicken Land" should do it... but make sure you have enough money

Your castle/city, might not be at the correct level for you to build certain buildings or because that event has not occurred yet; like for example, the Gunpowder discovery.
