Reformer trait?

One of my family members has the "reformer or reformator?" trait. When I check out the trait with my cursor, it states that this makes the creation of new units possible. Do I have to get the character to a home territory to enable this trait? Do I really get new units? I got the trait a few years after the polybian reform.

That trait represents that he has a Marian veiw on the military. If you achieve all of the other objectives to get the Marian Reforms, he will lead the reform of the military.

If it is a few years after the Polybian Reforms, he probably won't live til the Marian Reforms and you'll have to find someone else capible of getting that trait.
