Hey I love EB 1.0, I already played with Carthage and im having a great campaign with Arverni right now and I am thinking of playing Pahlava after my Arverni campaign (playing from moderate towards nigh impossible) the only problem is that I don't understand how to achieve their reforms when I'm looking at the FAQ, do u have to do all those things that are being described. here's the persian reform part for those who haven't seen it yet:

-Build Type3 governments in these cities (Arbela, Seleukeia, Babylon, Ekbatana, Charax, Susa, and Persepolis)
-Build (persiapart) in these cities (Susa and Persepolis)
= (Subjugation resources will appear in Susa, and Persepolis)

Western Expansion 2:
-Build Type3 governments and (persiapart) in these cities (Ekbatana, Seleukeia, Babylon, and Charax)
-Build (persiafull) in these cities (Susa and Persepolis)
= (Subjugation resources will appear in Ekbatana, Seleukeia, Babylon, and Charax)

Western Expansion 3:
-Build Type3 governments and (persiapart) in these cities (Palmyra, Edessa, and Arbela)
-Build (persiafull) in these cities (Ekbatana, Seleukeia, Babylon, Charax, Susa, and Persepolis)

I thought those are the Armenia reforms not the Parthians?

thought that these would be Pahlava's reform, since afaik they have a reform and all the other reforms in the faq are for other factions.

The Persian Reform is for Hayasdan. The Parthians just start out as nomadic and can build a reformed form of government when they start conquering Persia.
