Is there any way to change the starting positions of Factions? For example: I want the Berbers to start in north-Africa but also in the Rebel provinces in Arabia.

All you have to do is edit descr_strat.

Yes it is it is one of the easier tasks with modding I'll just say save your work often with different filenames and back up the original.
The file you need to mod is the DESCR_STRAT file
Go down untill you find your faction for instance the julii look like this
faction romans_julii, comfortable caesar
denari 5000
settlement
Under settlement are the provinces that your faction starts off with simply cut them from the rebel list and place them under the berbers.
Anyway look in the rome workshop their will most likely be a tutorial for this kind of thing and it will no doubt explain it better then I can.

You'll also have to edit the staring position of youre armies. Its the section under the place that tells what settlments that faction gets.
