With the Sabei I have found that the region of Emon (center of arabia) don't has the town center...is it a bug?

The center of Arabia is unconquerable. The city for the region is beyond uncrossable areas deep in the Sahara. It was made unconquerable not only because it was a worthless desert that nobody would want or be able to hold, but also because it helps prevent the Seleucids or Ptolemaioi from marching easily across the desert and wiping out the Saba.
