You must upgrade various parts of the infrastructure in your capital, such as market and health buildings...

Ok, I thought I had this figured out, but perhaps not. I built a type 1 government in Armavir. I have the homeland resource there. But I cannot upgrade my barracks or recruit better troops. One interesting thing is that I can now build cisterns there. Especially strange is that I can build more advanced local barracks in Antioch than in Armavir, even though they are the same sized cities.

It's called bumping, and it isn't appreciated.
Did you:
build Type I governments in Hayasdan, Pokr Hayk and Sophene;
build Type II governments in Kartli, Egrisi, Aghvan, Adurbadegan and Pontos Paralios;
Upgrade general infrastructure to consist of markets, town garrisons (the building), roads (possibly paved) and (I think) at least minor city or major town level?
Specifying which of their two reforms you're trying to access would help also.

After you build lvl 1 in Armavir you'll be able to build up your barracks. Don't know what could have gone wrong in your game.
