As for army vs army, I'm not sure thats what the OP was referring to at all. Individual unit tactics have always been whack... and its one of the reasons I still play RTW over M2TW at times.
I can't say this surprises me though... in every game except Warcraft3, too much emphasis has been placed in keeping troops in formation, and in WC3, too little emphasis. In addition to guard and loose/tight formation commands, I wish you could also have one that called for each member of each unit to treat itself as the 'head' of the formation and therefore attempt to engage in combat. Cavalry charges would be so much more smooth (you'd also need to tell them not to wait for the idiots who get caught up on trees and rocks), and you'd get units who actually try to surround a weaker enemy. I'm not sure how they got it to work in RTW and failed so miserably in this game, but OP, I feel your pain.
