From what I've seen, overall percentage is equal to the ratio of, in your case, catholic priest piety vs imam piety. I think it adds the piety of all priests in a region, regarless of religion and then figures the target percentage, or max percentage, based on that ratio. I have 2 priests in a territory. One is Catholic and the other is Eastern Orthodox. Each have 2 points of piety. The territory will eventually be split 50/50. Now I add another Catholic priest of 6 piety. There's now 10 points in the settlement. 8 are Catholic, while 2 are Orthodox. The territory will eventually reach 80/20.
I think churches/mosques effect that end percentage. If a cathedral adds 10%, then in that last case, the 80/20 gets 10% Cathlolic added on, and it ends at 90/10.
But hey, this is a guess. It's tough to check since priests die or move around before a territory really ever hits steady state. In my opinion, they should have just incorporated the RTW: BI religion system. That system seemed to make a lot more sense. And it was at least explained.
