    From The Final Call, Vol. 15, No.6, On January 17, 1996

    On June 4, 1963, a little known attempt was made to strip the Federal Reserve Bank of its power to loan money to the government at interest. On that day President John F. Kennedy signed Executive Order No. 11110 that returned to the U.S. government the power to issue currency, without going through the Federal Reserve. Mr. Kennedy's order gave the Treasury the power "to issue silver certificates against any silver bullion, silver, or standard silver dollars in the Treasury." This meant that for every ounce of silver in the U.S. Treasury's vault, the government could introduce new money into circulation. In all, Kennedy brought nearly $4.3 billion in U.S. notes into circulation. The ramifications of this bill are enormous.

    With the stroke of a pen, Mr. Kennedy was on his way to putting the Federal Reserve Bank of New York out of business. If enough of these silver certificats were to come into circulation they would have eliminated the demand for Federal Reserve notes. This is because the silver certificates are backed by silver and the Federal Reserve notes are not backed by anything. Executive Order 11110 could have prevented the national debt from reaching its current level, because it would have given the gevernment the ability to repay its debt without going to the Federal Reserve and being charged interest in order to create the new money. Executive Order 11110 gave the U.S. the ability to create its own money backed by silver.

    After Mr. Kennedy was assassinated just five months later, no more silver certificates were issued.

    Come on people get your heads out of your arses.

    Heres the governments own report by the Grace Commission.

    With two-thirds of everyone's personal income taxes wasted or not collected, 100 percent of what is collected is absorbed solely by interest on the Federal debt and by Federal Government contributions to transfer payments. In other words, all individual income tax revenues are gone before one nickel is spent on the services which taxpayers expect from their Government.

    I was reading a Walter Williams article the other day and he made a good point: The income tax isn't the problem, just a symptom. The real problem is the massive bureaucracy that feeds off of the tax while paying lip service to the government services it's supposed to fund. The bloated government won't cut spending or change the tax system because it needs both to survive. A flat tax or national sales tax would help, but ultimately can't stop the problem of unchecked government spending.

    His essays are both enlightening and pertinent to your numerous spiels on this subject. This one is especially relevant I think, and goes a long way in explaining why the government functions the way it does.

    Theres really so much corruption out there its unfathomable to the average person. Meanwhile the ones making all the money are telling you its all a bunch of looney conspiracy theorists. And everyone says they wouldnt be so stupid to do this out in the open. And thats where their wrong. Im thinking of opening classes on Libertarianism and the constitution of the US here at TWC

    Well, I watched half the video and had to stop after they pretty much said, 'The 16 amendment gave Congress no new rights that didn't already exist before the amendment was created."

    Now, you know my track record on confusion over Constitutional issues Rush. But the 16th Amendment reads:

    The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration.
    Which clearly states that Cangress has the right to collect taxes on income without regard for enumeration. Which trumps Article 1, section 9:

    No capitation, or other direct, tax shall be laid, unless in proportion to the census or enumeration herein before directed to be taken.
    Because you can't just pick and chose which Amendments to listen to.

    Cause then we can claim Article IV, section 2 still holds precidence over the 13 Amendment.

    All crazyness of the tax code aside and fairness of it. According to the Constitution, Congress has the right to collect tax on ones income.

    Much of the video that may hold water has to do with an employees responsibilty to be said collector.

    SCOTUS ruled that the 16th amendment extended no new taxing powers on congress. If it couldnt tax your income before it couldnt tax your income afterwards. US citizens who live and work in the US are not required to pay tax on their income. Federal employees and heads of corporations are . Or if you deal internationally.

    It says no such thing. The video tells you you have to listen to the whole thing or wind up like you.

    Former IRS agents are telling you there is no such law. The one in the Video with Ron Paul never paid income tax again after quiting. Just a while back they finally took him to court for income tax evasion. The Jury found him not guilty. Its your duty to learn the law. I suggest you do so. If we all knew the real law and the truth this crap would end tommorow.

    Well Rush, I'm going to be honest with you.

    I'm not watching a 1 and a half hour video.

    That said, recalling what I can from the last debate what you say is true, but misleading:

    In other words yes. If they couldn't tax you before, they couldn't tax you after. But since they could tax you before, the point is moot.

    The affect of the amendment was only to allow the federal government to split the money up however they pleased once they had it.

    Wishful thinking. Even if the income tax where ruled unconstitutional, it's not going anywhere. The modern federal government just cannot function without it. The only thing that would happen is they would write a new amendment that WOULD allow the government to tax income.

    But they could not tax you before. Thats the point Income tax was found to be unconstitutional. Pay attention please.

    Even if the income tax where ruled unconstitutional, it's not going anywhere. The modern federal government just cannot function without it.
    Which is why getting rid if the income tax is so important. That government should cease to exist. It does not represent the people nor follow the constitution its sworn to uphold.

    Well I already told you I'm not watching your video. I do however remember looking at a bunch of court cases from the last debate, none of which ruled it unconstitutional.

    Grr I had a whole nice post written that was deleted due to timing out so here's the gist which is basically ajm317 just said.

    simply prohibited the previous complete and plenary power of income
    taxation possessed by Congress from the beginning from being taken out

    Which means, income tax is an indirect tax so not held under the sway of Article1 section 9 in the first place.

    People are just picking and chosing what they want to hear so thay don't have to pay.

    All the guy says is that its Unconstitutional. He doesn't support his statement, nor do the people in the longer video. They just say the same thing Concerning the 16th Amendment which is debunk by the original court appraisal of the amendment.

    He gave you two cases where they ruled it unconstitutional. Look it up for yourself.

    The authority of the federal government to collect income tax is premised upon the 16th amendment to the U.S. Constitution, the federal income tax amendment, which was allegedly ratified in 1913 In 1895, the U.S. Supreme Court had ruled that a similar federal income tax act adopted in 1894 was unconstitutional.
    And were just getting into the issue that the 16th amendment was never properly ratified. Your alos ignoring that none of this money goes to the things we think of as the functioning of the government nor any of its programs but just to pay off the bureaucracies that feed off it. Maybe you like being fleeced but i do not. Your labor is yours . You are not a slave of the government for the first 5 months of every year. This is BS. They have no right to deprive you of property.

    What the Supreme Court found in 1896 was NOT that income tax is unconstitutional. What they found is that an income tax is a direct tax and must be apportioned. An UNAPPORTIONED income tax was unconstitutional.
    The 16th amendment had the effect of labeling an income tax as an indirect tax. It did not allow Congress to issue an income tax, because it could already do that. What it did was give Congress the freedom to do with that money as they please.
    SCOTUS had already declared such a scheme unconstitutional as I pointed out. The amendment was never properly ratified either. In fact no state ratified it as submitted.

    I'm afraid you've not pointed out any such thing.

    In 1896 the SCOTUS decided an unapportioned income tax is unconstitutional. The 16th amendment removed the apportionment requirement.
