Hmmm, no mod like that springs to mind. Seems to me that something like that would involve major changes to the way the game works.
However, I do believe that the squalor problem has been limited so that squalor can only cause 80% unrest. Now this is a lot, but I find it manageable if you dont go crazy with the farm buildings and make sure your cities have things like advanced town halls and brothels, as well as (if you can afford it) the best type of barracks etc. The squalor is counteracted by this other stuff and makes things a lot easier.

You could always jack the taxes up to very high, move all your units out and let the rebels take over. Then take the city back and exterminate.
if its far away from your capital, then move you capital to a better place.
That mod is called Civ IV, lol.
I suggest recruiting a few peasant units and then moving them to a town/city that needs the extra population. Then, disband the peasants and the number of peasants that are disbanded is added on to the current city's population. Very useful for getting rid of overcrowded...ness.
I would like this to work in M2TW except not for peasants.
For peasants it would seem like forcible relocation. Rather I'd like to disband some units in new cities to simulate granting land to veteran soldiers. It would also boost the loyalty and population of the new acquisition.

If you are going to mod you might as well cheat.
open the console and use add_population "Cityname" -4000 be careful to make sure you use a capital letter at the start of the city name and use _ underscore for spaces.
You can put in any figure from 0 to 4000 +/- to vary the amount given to the city. This also works on the money cheat, when i get to a point where i feel i can't lose in a campaign i have manually depleated my florins to make things interesting.
There are two kinds of officers, sir: killin' officers and murderin' officers. Killin' officers are poor old buggers that get you killed by mistake.
Murderin' officers are mad, bad, old buggers that get you killed on purpose - for a country, for a religion, maybe even for a flag!
its not that big of a problem but i remember in RTW there was a mod that did this.
the only thing you can do is: Make the city Rebel and then exterminate the population, Build Public order buildings, move a large army into that city.
all those 3 above should work.
