You should be able to use something like gparted (a linux-based partitioner that runs off a liveCD) to create a second partition with the remaining 290GB of your drive included (or to expand the original partition, if that's what you're looking for)

you should still have access to the rest of the 290, it will be in the 2nd partition.
as far as i understand it, you can increase and decrease the size of a partition and you can delete partitons that do not have windows installed in them.
say for example you have three partitions, A,B,C. if A has windows installed in it, you cant remove that partition, all you can do is add to it, i think.
so in short no you cant delete the partition but you can increase the size i think. only way would be re-install

The best software for repartitioning is generally considered to be Partition Magic. Since that costs money, you may want to use the free and open source gparted instead, as sapi suggests.
(My major experience with partitioning is from when I fairly recently repartitioned the server TWC is now running on using parted, the non-graphical equivalent of gparted. While the server was still running, from a remote connection! It's possible, on Linux at least, but it was distinctly tricky . . . you probably don't want to do that if you can get a Live CD instead.)
You can't outright remove it without deleting Windows, of course. You can resize it however you want, however. It should also be perfectly possible to copy that partition to another partition and then remove the old one.
