possible to randomize events?

is it possible to randomize events such as heroes and generals emerging?
the fact that these guys appear through events is great but it gets a but old when they appear on the exact same year everytime u play

it should be be possible with scripting, having a counter that has a percentage chance

so it is possible to have lets say william wallace appear randomly any time between year xxxx and year xxxx? is it a simple process to do this?
