Our team is very fond of both those mods, but many of us have a Goldilocks reaction to them -- SPQR can be too WHAM! IN YOUR FACE! and EB can be too sloooooowww and careful... we find ourselves looking for something in-between.
RS is being designed by us as the 'just right' mod -- historically accurate, but still loose enough to have some fun units that aren't 100% date-appropriate (which will be most evident when we bring Sparta in as a faction) -- with big exciting battles, but not the endless stream of them that you fight with SPQR.
But ultimately, the only way to really figure out if a mod suits you is to play it for a few hours. Either things will 'click' and you'll become blissfully unaware of the passing hours, or some things will start to irritate you, and you'll lose patience with it and decide to try something else.
One other thing to consider is map scale -- both SPQR and RS use large scale maps, which play very differently than the smaller scale of the EB map. There's really no way to describe it, you have to try the big scale and see how you like it; it feels totally different.
