    Default <factor name="SOF_HEALTH"> and <factor name="SPF_HEALTH"> whats the diff?

    Whats the difference between these two? What does SOF and SPF mean? What would happen if I change <pip_max value="25"/> of either?

    One is Settlement Order Factor the other is Settlement Population Factor.

    They control the values of order, population and income in settlements.

    <pip_min value="0"/>
    <pip_max value="16"/>
    </factor>


    Controls the unrest in settlements. Pip_modifier_value controls how much each "pip" is worth. If you changed it to 2.0, unrest would be worth twice as much. 0.5, and it would be worth half as much.

    Min/max here means turmoil has a max value of 80% (each pip worth 5%) and a minimum of 0%. If you wanted a max of 40% unrest, you would change the max value to 8.
