Which File
Ok, its been forever since Ive dealt with this file but, it allows you to change if a faction can be in a custom battle or not, can somebody give me the location for the RTW one, I don't feel like searching for it.

descr_sm_factions.txt in the data folder - find the entry for the faction and change:
custom_battle_availability no
to yes or vice versa...
don't worry about the rep - just try using the RTW workshop to ask modding questions in future
