What's up with ports? (Only shipwright in cities???)

Well, supposedly to get Warehouse and Docklands I must build a Dockyard. Yet Dockyard is restricted to castles, or so says the building progression guide in the game.

Come on-- I'm Venice. Anyone heard of the Venetian Arsenal for god's sake!

Please fix it so that cities can have decent ports. If not, how can I fix this?
