I am not sure which unit you are referring to - the following is from a Macedon campaign showing which units can be recruited in Elis, which has a Royal Palace built along with a Royal Barracks - all building have been built with the exception of blacksmith. It's a RTR 6 Gold game.

With the risk of repeating it, he means the Greek Irregulars.
    {rtr_aor_greece_macedon_spearmen} Greek Irregulars
About 6 of them are available in macedonian armies at the start of the game BUT, they are not mentioned in EDB or in descr_mercenaries so they can`t be trained/retrained in campaign or hired as mercs. They should be available in custom battles though if you try the scipii/rebel faction.
I don`t know why they were implemented in the first place or why some have been left in.
To make recruitable, if that was the original question, read this tutorial:

IIRC the greek irregulars are available as mercs if you have RTR Platinum and Metro Naval Mod. I think you can also hire them in standard RTR Platinum as well.

BTW are you looking for units with low upkeep for garrisoning cities?
I remember that the upkeep for even the most basic units was huge.
If you conquer any Greek cities then you should be able to recruit hoplati who cost less on the upkeep front and are just as good as the basic Macedonian pikemen. There are also cheap AOR units in Illyria and Thrace.

I pretty much doubt it. The EDB and descr_mercenaries search I did was in the files of vanilla RTRPE v1.8. Maybe they are in mn mod.

neither the metro naval mod to my understanding. they are poor units anyway.
