Trying to covert string files to text

ok im trying to add the dismounted templars, etc to the crusades campaign but i have one small problem. i have the Alpaca's strins.bin. converter - but everytime i try to convert it it says

WINDOWS CANNOT OPEN THIS FILE:
STRINGS_BIN_CONVERTER.PY

WHAT PROGRAM DO I NEED?
