Why do Welsh Skirmishers not have the 'skirmish' ability?

Same for the Irish Skirmishers.
Horseboys and mounted musketeers dont start with skirmish on also.

...not only do they not start with it on, they do not have the ability at all. It can't be turned on. Now, if a unit is called "Welsh Skirmishers" I would think they would be able to skirmish.
