    A) this shouldn't be in RTW tech Help, i however believe you were confused with the technial "HELP"<----- part.

    B) Most cases for me 210 bc for me, and when u get an imperial palace in italy or mediolanium, or patavatium.

    it varies on date.210 bc-209bc..

    havent played vanilla rome in a long time, use to spqr, get an imperial palace and WHAM marian reforms.

    please feel free to correct my date.

    there is no specific date you could get the marian reforms on the second turn if you were cheating. it happens (i'm pretty sure) when you buid an imperial palace or an urban barracks
