Rebel spawn rate

Hey, not sure if this question is a bit too basic for this forum, but I've been trying to figure out how to lower the rebel army spawn rate. I've looked for the preferences txt file, but the only thing I can find is a folder named preferences with two dat files inside.
Oh, and I'm not sure if it actually matters, but I'm trying to do this for the Brittania campaign.
Any help would be greatly appreciated.

I assume you have to unpack the campaign, unless the descr_strat.txt exists already. That's the file that contains the spawn value as far as I know.

Yep this is correct, put a higher number if you want lower percentages.
