Default Why doesn't the AI accept the Ceasefire

Hi, playing as the French and am in a war against the holy roman empire. Took one of their towns and a castle and every turn, they throw large (well, around 11 troops) at me, most of them are countrymen militia and other of those units, since I haven't played that long. I'm on medium and thought, after some time, that a peace treaty would be great for both sides... I offered the Ai the treaty and 1k for 3 turns, map information, but they always said no! WHY? I even went ahead with my assassin and killed his faction heir and other big generals, but still, he didn't stop, WHY? The pope also excommunicated him because he attacked me, but still he does not stop!
    I have 1.2 and UAI 1.5.

Another question: Should I give Stainless steel a try, maybe its better there? Or in general more fun?

Do, not, ever, expect AI factions in M2TW to act sensibly when it comes to diplomacy. They usually won't accept a ceasefire even if you're surrounding their last settlement with 10 times their army, and if they ever do, it's only to attack you the next turn.

Also, I think the HRE is scripted to get excommunicated and not care much. Try whatever mods you like, some of them allegedly improve diplomacy AI.

Not true, it's not hard to mod the AI to accept reasonable terms, I haven't played UAI but I'm sure it's a rare situation.

The AI gets more reasonable in vanilla if you have a good reputation.

Everyone used to hate me and I thought "omg this AI is just out to get me" then after a few years of releasing prisoners and getting my rep up from "despicable" I have 3 allies (France, Russia, Moors).

In fact when I started the campaign and had an average reputation the AI was sending diplomats and propose treaties itself..! I noticed it stopped after two full dread emperors and lots of sacked cities.

But when I used my assassin, my reputation got worse like after every assasination! But the sense of this is that its a hidden operation, right? How does everyone know that I was the one the killed the other heir? Kinda unfair...

Your assassin is easilly spotted with that accent

But honestly, don't use assassins, don't sack cities and let prisioners free, that will raise your reputation and will make the AI more sensible, i managed to conquer central europe, italy, france, the british islands and all of poland and hungary and i'm still in very good relations with everyone (expect with the byz, they're on a war with me that has spanned for over 100 turns.)
