Changing movement rates

Hi I have been trying to change movement rates on the campaign map. I have looked through the forum but I cant seem to find anything that deals with this and lets you do it yourself.

I have managed to change the movement rate for my agents but when i try and change it for my generals they just stay the same. mean while my diplomats can walk across europe in a few years my armies are left twiddling their thumbs.

can anyone help me out.

You also have to up the default movement points for all characters at the beginning of the file. Hope that helps.
