You can change the happiness effect in desc_buildings file.

As venetus mentioned, the best way to offset the penalty is to increase the happiness bonus from some buildings.

whats hardcoded ? i hope we can correct this by changing the capital

hard coded is unchangable without knowing and editing the original
source script.. I think :hmmm:
