A: Either eternal (and when I say eternal I mean eternal) enslavement of all mankind, but it would be only bad for a very short time and humanity would accept it (and kind of like it).
B: Or enslavement of all mankind with the chance of rebellion/freedom. It would be bad and cruel until the day humanity can/could free itself again (doesn't need to happen though). Carthaginians would get wiped out
