Well it really depends on the city and buildings. Cities with many buildings that give a positive effect to the public order will increase population growth. The amount of population needed for the best cities (Huge Cities) is 24000 inhabitants. But your cities usually will keep growing after that so more public order boosting building are needed and sometimes you'll have to lower taxes and get a bigger garrison. Jerusalem for example can easily reach a population of 60000.

holy crap how did you manage to keep such a massive empire? Once my empire gets decent sized, my economy collaspses and I get violated by factions on every side.
and my cities stop growing around 24000. The squalor gets too high and then I start losing population lol.

He has 3.2 million florins and it's only turn 64, I think finding alternate sources of income wasn't a problem for him.
As for you population woes, build public health buildings, farm upgrades, get lots of trade and put a general with high chivalry in the city to encourage growth.

I can no longer build military buidlings in my huge cities because public order is getting out of control. I constantly have to build buildings that increase public order. The general residing there also can't leave because public order falls 50 points when he leaves.
Homefry: try lowing taxes, move in a high dread general or one that has a lot of +'s to public order, and building barracks and military academies do give bonuses to law.
I got around 60000 in Cairo.
