what program would i use to unpack it
You must use the unpacker.
You will find it in MTW2\tools\unpacker
There is a readme inside, it is easy to use.
changed the starting_action_points. but it has no effect on the game.
anybody got any ideas what i should do?
To get them to show ingame you have to add this to the config file.

well i found the folder, opened it with notepad but in the comand line where iam guesing it should go at the end and still no change. what could i be doing wrong?
Yes, you just need to put it in at the end. Copy and paste the example, it could be that you have put a space between characters or not done so. Make sure you change the file back to a config.
If this doesn't work, try making the changes and making the file read only (right click -> properties -> check the box).
Edit: You are using the Kingdoms config file aren't you?

To edit a file the config file, you have to change the suffix to .txt . To change the file back to a config file, the suffix needs to be .cfg .
So, to edit the file it should be named medieval2.preferences.cfg.txt
To return the file to a config it needs to be named medieval2.preferences.cfg
