Default Can I not recruit during a siege?

I put some troops in the recruitment queue and they remained in the queue in the next turn.

Does all recruiting stop when I am sieged?

Also, it's already been ~2 turns and the enemy still hasn't tried to take the settlement. If I click the enemy, I can see they already have siege equipment. Are they waiting for me to attack them?

no you cannot Recruit while under siege.

The reason as to why they are not attacking you is because they are either... Starving you out of the settlement (no food no army), Waiting for another army to help them in the siege, or they are just Crushing your economy, giving them the edge.

keep an eye on the # of turns you can hold out. I believe it depends on the city size. if you dont come out and attack before the time runs out you lose the settlement and the army inside. - also I believe that for every turn you are under seige you lose a % of each unit inside the city as a result of the seige.

Computer rarely attacks, it usually tries to starve the besieged settlement.

You'll lose troops the longer they starve you, so it's best to sally out if you're losing a whole lot of troops.

I wanted to play a battle where the computer actually used its siege equipment. In all the siege battles, I had to be the one to come and attack.

i often have the AI siege me and they often attack on the next turn or so. i rarely have to sally out, i hate doing that anyways. As for the AI using siege equipment, they often are terrible at it. its like CA wrote one script for it and that was to destroy any towers you have and to knock as many holes in the wall until they are out of ammo, then rush in all at once. im using the ultimate AI mod and it doesnt seem to help that part of the AI's inability to correctly siege. However the mod is great in open field with the AI. gl!

When the battle begins, they leave the equipment and move back a couple hundred feet and I have to go out and get them.

that is because you are attacking them when they have your under a siege. thus you have to sally out to attack them. thats why they drop their stuff. if you let them start the attack then they will use the siege equp.
