A way to change difficulty?

I want to give diplomacy a try now that my empire spans a large part of the known world, but it feels very silly with the Campaign Map difficulty set to Very Hard...

Is there a way to change the hardness in an ongoing campaign game? Through the console or in any other way, for example by modifying a file somewhere?

I'm pretty sure that there's a tool to do that. Check the modding tools. Sorry but I can't remember it's name.

I know of MedManager... It's not working for the 1.2 patch though. A search didn't reveal anything similar, unless I missed it...
