Well if you read the top of the file its pretty self explanatory.
type = character type
actions = what actions the character can perform
wage base = salary
starting_action_points = movement on the strat map
The faction section refers to what model to use for each faction on the strat map.

Southern refers to the southern european character, and northern refers to the northern european version.
Its just a model with a different look.
So if there is,faction scotland

in model strat scotland should have southern captain model in model_strat?
