I always try to concentrate my priests and bishops in as few provinces as possible at least in the early game anyhow

I send a bunch of them to the Holy Land as soon as I can. This makes the job of the Crusaders easier and also gives me a couple of cardinals eventually.

Make sure you put a priest in each army with a general when travelling in non Catholic lands otherwise he will get bad traits.

I usually just have a priest in each city. Extra priest I send to foreign provinces.

On the subject of priests, and religious conversion on the whole, why do settlements with 100% of the population the religion of your faction still have a 15 or 20% religious unrest public order penalty? Is it because there's a segment of the population that doesn't want to be your religion, and thus are causing a stir, or is it a bug? I usually concentrate my priests in a single province to convert 100% of the population.

I max out the agent limit and send them to lands that aren't my religion. This causes uprising in the areas, and if I'm lucky enough, they will turn rebel. If I am playing as a Catholic nation, these missionaries will almost always become cardinals.
