Certain governments have a restriction in the policy sliders. For example, if you have a feudal monarchy, you can't shift your slider too much on the "plutocracy" side, because then your aristocracy would get pissed off. These restrictions are shown as little red barriers on the slider bars.
If I recall correctly for every step you're over a restriction, you get +1 global revolt risk.
If you want to lose them, get another government.
