Although i don't have the game yet but from the various official screenshots a i presume they are there.

Gonna be a challenge if not damn impossible to assualt moated forts with boiling oil! unless there is some way of getting units to cross the water, even if alot slower, or else a mixture of:
Boiling Oil
Assulters all in one place
and lots of archers!
is seriously gonna hamper chances imo

I am sure that Aztec cities had moats in M2TW as well.
