Well your monitor can receive all of those standards, but it won't be able to display them in there entirety.
Theoretically your monitor should be able fully display 720p since your monitor goes up to 1280 x 1024, but it won’t be able to handle 1080p (1900 x1200) so no, if your buying to get 1080p don't bother.
That’s not a big loss since I’m guessing your using a 19” display anyway in which case you wouldn’t be really be able to see the benefits of 1080p anyway (as appose to 720p).
BTW $200 is a lot of money for one little adaptor, you might be better of finding a HDMI 22-24” ready monitor instead.
