I think the Armenians owned the city "Pharnacia" at this time so..

If I remember correctly the file where all starting cities and characters are listed is: your Rome instalation folder\Data\world\maps\campaign\imperial_campaign\descr_strat. Open it in notepad, scroll down until you find Armenia and there is the list of their starting settlements by region name.
P.S. if you are playing mod switch version this file might be in some other folder.

Three more things:
1. be sure that you delete the map.rwm file again after you mod this file.
2. don`t put the new city to be the first in the line or it will become the capital.
3. be sure to change the name of the barracks so they`ll be armenian.
And you might want to make a backup first just to be sure.

... and make sure you check the descr_names file to make sure you have a valid Armenian name for your captain.

Okay, thanks guys I tested and the Armenians now own Pharnacia with
one heavy spearmen and peltasts
