why does the triaris and the elite hoplites this ability and not the comon hoplites and the spartans?

Wot shield wall? Last I checked this feature is only in BI

Very true. The RTW game engine doesn't have shield wall. in platinum i think you can on mod switch from what i hear. onl if you have BI installed though.

Ok first used by the northern tribes around germany, sweden, denmark and norway. The Shield Wall was where men locked each others shields together and closed formation to be really compact and there would be 1 big line of shields all overlapping.

The men at the front would use a short stabbing sword to cut at the enemy groin or something because a long slashing sword wasn't an option in such cramp conditions. The men on the second row would keep their shield high and slash at the enemy with their swords also waiting incase of a gap in the line where they would have to fill in.

Used famously in the viking invasion of England and Ireland.

but why is only avalaible to some hoplites?

Well because the Illyrian light hoplites suck so they need something to make them better anbd so they have shield wall. it also makes their formation the same size as the heavy hoplites so its easier to set up.
