Can I tie the Marian Reforms to a date and how?

Marian reforms are hardcoded to happen when cities with the 'italy' hidden resource reach the huge city size. For fuller explanation see:

for some discussion on the topic. Basically you can adjust timing a bit by fiddling with the size / growth rate of the cities with the italy resource.

There are probably alternative ways of making your own 'marian reform' at a set date via scripting. eg have script place a building that allows recruitment of new units in your settlements at a set date, thats likely to be quite complicated to do and has the disadvantage that you'd have to keep re-loading script every time you start game.
