problems about create_building

I use a "show me" script like this:

declare_show_me
monitor_event GeneralCaptureSettlement FactionType romans_brutii and SettlementName Apollonia
console_command create_building Apollonia greek_epic----that is a buidling i add myself, and it seems nothing is wrong with it.
terminate_monitor
end_monitor
end_script

After i activated script and sent brutii's general to capture Apollonia ,and then...nothing happened......Can anybody tell me what is wrong with this script?

PS, i run RTW from a shortcut added"-show_err",and it doesn't say anything about the script...

It's said create_building cannot be run in Romeshell,is that true?
