How do I know how many free militia units a city settlement can take?
I see in some settlements I can have up to 4 free units but others can only take 2. How do I know the max available?

yo homeslice! It's as easy as checking the building details on the type of settlement you have. You can do that by right clicking on the town or the wall upgrade.

I have the Town Watch. Next to it says Italian Militia (max: 4)
Any units over 2 and I have to pay for it.

Town Watch is merely a recruitment center. The number 4 isn't how many free upkeep units you can have, but how many Italian militiamen can be pooled and built at one time (before you have to wait to replenish the pool).
Right click the walls your city has (Wooden Palisade, Stone Wall, Huge Stone Wall, etc). On the wall's description page, it shows how many free upkeep militia you can have in that city.
Oh, and you can only support free upkeep militia that the city can currently build. For instance, if you only have the first level of barracks (Town Watch), your city or settlement can only have Italian Militia benefit from free upkeep. If you move in Italian Spear Militia or Cavalry Militia from a more advanced city, these units will not become free upkeep types in the settlement until you upgrade your barracks level.
If the city can build a type of militia, then it can garrison them as free upkeep. If it can't, most likely the unit won't be free upkeep.
2 cities. 1 has a wooden wall and the other has a stone wall. In the description for both walls, it says Italian Militia (max: 2). I have various other buildings but none of them give me insight into the free militia.
The city with a stone wall has 3 free spear militia units and 1 free italian militia. Any more of the same type and I have to pay for them (according to the different unit color card and message that pops up saying that they're free.)
The city with the wodden wall has 2 free italian militia only.
Where am I not seeing it?

The other wierd thing I see is this. There are several buildings that I haven't built that will allow me to recruit certain units. But I already have the capability to recruit those units in the settlement.
Knights Stables allows you to build mounted sergeants and mailed knights. I haven't built this building, but I already have the ability to recruit these units.

Some factions allow you to recruit some units just by building the necessary walls. That 'Italian Militia (max: 2)' part isn't how many you can have in upkeep, it's how many you can recruit at once before having to wait to replenish.
Look for a line that says something like 'Maximum number of free upkeep units'
I think it's 2 upkeep free militia for palisades, 3 for wooden walls, 4 for stone walls, 5 for large stone walls. I can't remember if you get another free with huge stone walls. Large stone walls and above also get you another recruitment slot I believe, so you can recruit 3 units per turn.
That would make sense, but I can't mix and match my militia units.
Some only allow 3 spear militia units and 1 regular militia unit.
Others only allow 2 regular militia units. If I replace the 2 regular militia units with 2 spear militia units, I have to pay for the spear units.
because the free upkeep only applies to the units that city can build. if it can't make spear militia it can't support it for free.
