How to command provinces without generals in Provincial Campaign?

I got DM 8.0
So. I cant choose the option to manage settlements without generals when I choose the Roman Campaign in Provincial Campaigns.
Can someone help me?
Will 8.1 solve it?

I haven't played anything other then 8.1 but you should upgrade to 8.1 anyways because that's the final (bug-free) version.

While taxes remain auto-managed (i.e. the build policy tax-levels), you can "untag" construction and recruitment to handle those aspects of government yourself.

Discovery of yesterday:

1. start up a normal campaign with "manage all settlements" ticked ("on")
2. Save the first turn, do not push the "end turn" button
3. Exit the game
4. start the provincial campaign

Now you manage all cities in the provincial campaigns!
