    Default How do I have free militia?

    So I have units that are militia in some of my cities. Some of the units have free upkeep from the special border around the unit card and when I bring the mouse over them, the message says free upkeep for garrisoned troops.

    But there are other militia units that don't have this special border nor do they have the message that says free upkeep.

    What's the problem?

    On a side note, I have just enough generals to govern cities and castles. When I expand into new territory, should I not bring the generals and just bring regular units?

    It depends on the level of your city. The higher the level, the more free units you may garrison inside. Everything that is to be for free has to be recruitable in the city too.

    And you should always have a general with your army.

    If I should have a general with an army and a general in a city or castle, then how do I expand?

    He meant to have a general with your armies not your cities or settlements should it come to that. Generals are called Generals for a reason. I actually sometimes rarely keep generals in my settlements unless I need extra income or need to keep the peace.

    militia upkeep will depend on the level of settlement as well what the settlement can train. For example if you can train Urban militia in one city but can't in the town nearby the Urban militia won't get the free upkeep because it cannot be created at the town but it WILL count in the city because it can train Urbans.

    Then how do you build and recruit and/or set the tax rate without a governer?

    Put the manage all cities option to on

    You can set the game to atuo-manage your cities for you at the start of a new campaign. If you do not want the game to do this, make sure the box is unticked in the Campaign selection screen. If this box is ticked, then you'll have to live with the AI running your cites/castle while you have no governor in there.

    In M2TW your family members really suck as governors. It's better to take them as a cheap elite heavy cavalry contingent to war than keep in cities...

    They give morale boost, their bodyguards replenish between battles and when your main general dies, there's always a replacement at hand. It's only in late period when I actually tell them to garrison cities, for most of the game my family members are in the field fighting and conquering.

    Cities work fine if you fill all your free upkeep slots and don't need governors at all.

    There's an option when you pick your faction called "Manage All Cities". If you check it then you're in personal control of all settlements regardless of whether or not they have a governor.
