The only thing I hate about playing the romans is the fact that you start out with a small family. Is it true that settlement health will make generals have more babies?

Yes and no. It depends on the family member and the chance on which they will get the trait, which will allow them to produce more children. Even if you place a family member in a settlement, there is a percentage rating, if they will or will not get the trait. The gentleman has stated that exact trait in the previous post.
But yet, I would place them in settlements if necessary. I try to manage my family members by 70/30 or 60/40 comparisons, when it comes to allocating them in either settlements or commit their usefulness them as generals.
For example: 60%, I place them in settlements as governors. And the 40%, as Generals. But it varies amongst different players and situations.
Power is the only guaranteed aphrodisiac in RTW and its derivatives. So go conquer a few enemy settlements, and you'll find your family will correspondingly start making babies.
Ie. the game maintains a ratio of settlements to family members. The more settlements you have, the more family members you will have. If you are running severely short on useable characters, you'll start getting man of the hour and other adoption offers.
