hey, is there such a mod for RTW (or MTWII) that lets you use the other civilizations technology, building their units when you have conquered their cities or entire faction?

RTR Kinda has that.

Many mods have an AOR system (Area of Recruitment) that allows you to recruit region-specific units. For example in XGM (Extended Greek Mod), in Iberia, Iberian light infantry and other Iberian units can be recruited by building an auxilary barracks, seperate from a regular barracks. I think that's the closest you are going to get. As Roman CLone said, RTR has this as well, as well as many other mods.
